The order, RD-LGP/38/2026, was issued under section 96(4) of the Karnataka Land Revenue Act, 1964, as amended in September 2026. It names the officers who may collect conversion charges, a regularisation fee and penalties from owners of eligible B-khata properties, so that the local body can issue an A-khata: the Chief Officer of a town municipal council or town panchayat, the Commissioner of a city municipal council, the Zonal Commissioner of a municipal corporation such as HDMC, and the Panchayat Development Officer of a gram panchayat.
- Size and use: up to 1,000 square metres, already in a non-agricultural use that the master plan or zoning rules allow.
- Cut-off dates: in towns and cities, a B-khata issued on or before 10 September 2024; in villages, one recorded on or before 7 April 2025, or a sale deed registered before then.
- Left out: government, forest, gomala, tank, rajakaluve and public-purpose land, and land under acquisition or a court stay.
For buyers, a B-khata plot that qualifies can be brought to an A-khata, at a cost. Ask who will pay that cost before you agree a price. The details are in Khata types.
